Egypt is the most populous Arab country, at about 68,000,000 people. Nearly all the population is concentrated along the River Nile, notably Alexandria and Cairo, and along the Nile Delta and near the Suez Canal. Approximately 90% of the population adheres to Islam and the remainder to Christianity (primarily the Coptic faith). The Shura Council is the 264-member upper house of Parliament created in 1980. The Shura Council roughly translates to the ‘Consultative Council’ in English. In the Shura Council 174 members are directly elected and 88 members are appointed by the President of the Republic for 6-year terms. One half of the Shura Council is renewed every three years. Egyptian monasticism attracted the attention of Christians in other parts of the world, who visited Egypt, many bringing monastic ideas home with them, and spreading monasticism through the Christian world. Saint Basil, organizer of the monastic movement in Asia Minor visited Egypt around AD 357 and his rule is followed by the eastern Churches; Saint Jerome, en route to Jerusalem, stopped in Egypt and left details of his experiences in his letters; Saint Benedict founded monasteries in the 6th century on the model of Pachomius, but in a stricter form. A primarily male spiritual manifestation is Sufism, an Islamic mystical tradition. Sufism has existed since the early days of Islam and is found in all Islamic countries. The name derives from the Arabic word suf (wool), referring to the rough garb of the early mystics. Sufism exists in a number of forms, most of which represent an original tarika developed by an inspired founder, or shaykh. These shaykhs gradually gathered about themselves murids, or disciples, whom they initiated into the tarika. Gradually the murids formed orders, also known as turuq, which were loyal to the shaykh or his successors. The devotions of many Sufi orders center on various forms of the dhikr, a ceremony at which music, body movements, and chants induce a state of ecstatic trance in the disciples. Since the early 1970s, there has been a revival of interest in Sufism. Egypt's contemporary Sufis tend to be young, college-educated men in professional careers. Since the 1980s theologians from the two groups have been meeting in a bid to resolve the theological differences, and have concluded that many of the differences are caused by the two groups using different terminology to describe the same thing. In 1990, the Coptic and Antiochian Orthodox Churches agreed to mutually recognize baptisms performed in each other's churches, making rebaptisms unnecessary. In the summer of 2001, the Coptic Orthodox and Antiochian Orthodox agreed to recognize the sacrament of marriage as celebrated by the other. Previously, if a Coptic and Greek wanted to marry, the marriage had to be performed twice, once in each church, for it to be recognized by both. Now it can be done in only one church and be recognized by both. Today devout Muslims believe that Islam defines one's relationship to God, to other Muslims, and to non-Muslims. They also believe that there can be no dichotomy between the sacred and the secular. Many devout Muslims say that Egypt's governments have been secularist and even antireligious since the early 1920s. Politically organized Muslims who seek to purge the country of its secular policies are referred to as "Islamists." In the Upper Nile Valley, around Kom Ombo and Aswan, there are about 300,000 speakers of Nubian languages, mainly Nobiin, but also Kenuzi-Dongola. The Berber languages are represented by Siwi, spoken by about 5,000 around the Siwa Oasis. There are over a million speakers of the Domari language (an Indo-Aryan language related to Romany), mostly living north of Cairo, and there are about 60,000 Greek speakers in Alexandria. Approximately 77,000 speakers of Bedawi (a Beja language) live in the Eastern Desert. The Government, or the cabinet, is headed by the Prime Minister of Egypt. It has at its disposal the civil service the government agencies. The cabinet, headed by the Prime Minister, is responsible only to Parliament, specifically the People’s Assembly. The People’s Assembly may pass a motion of censure, forcing the resignation of the cabinet. Ministers have to answer questions from Members of Parliament, both written and oral; this is known as Inquiries to the Government Talebat Ihata. In addition, ministers attend meetings of the two houses of Parliament when laws pertaining to their areas of responsibility are being discussed.
