The permanent headquarters for the League of Arab States is located in Cairo. Egypt was the first Arab state to establish peace with the State of Israel after the signing of the Israel-Egypt Peace Treaty after the Camp David Accords Egypt operates under a multi-party semi-presidential system where the executive power is divided between the President and the Prime Minister. Egypt holds regular presidential and parliamentary elections. The last Presidential Election was held in 1999 and is scheduled to be held in October 2005. However, there is expressed concern from international human rights observers concerning freedom of speech and government interference in local elections. The region around the Nile is one of the oldest continually-inhabited areas in the world. Ancient Egyptian musicians are known to have played harps and flutes circa 4000 BC, and double clarinets and lyres from around 3500 BC. Percussion instruments were added to orchestras by 2000 BC. It is probable that no system of musical notation existed at the time, as none have survived. The music of ancient Egypt has not been documented, but some musicologists believe that the liturgical music of the Coptic Church is directly descended from ancient Egyptian music. After the 1952 Revolution, the government assumed responsibility for appointing officials to mosques and religious schools. The government mandated reform of Al-Azhar University beginning in 1961. These reforms permitted department heads to be drawn from outside the ranks of the traditionally trained orthodox ulama. During the Greco-Roman period (332 BC–AD 639), Egyptian literature was translated into other languages, and Greco-Roman literature fused with native art into a new style of writing. From this period comes the Rosetta Stone, which became the key to unlocking the mysteries of Egyptian writing to modern scholarship. The great city of Alexandria boasted its famous Library of almost half a million handwritten books during the third century BC. Alexandria's centre of learning also produced the Greek translation of the Hebrew Bible, the Septuagint. One of the reasons so little is known about the Library is that it was lost centuries after its creation. All that is left of many of the volumes are tantalizing titles that hint at all the history lost due to the building's destruction. Few events in ancient history are as controversial as the destruction of the Library, as the historical record is both contradictory and incomplete. Its destruction has been attributed by some authors to, among others, Julius Caesar, Augustus Caesar, and Catholic zealots during the purge of the Arian heresy. Not surprisingly, the Great Library became a symbol of knowledge itself, and its destruction was attributed to those who were portrayed as ignorant barbarians, often for purely political reasons. In December 1999, in response to strong criticism of the Ottoman decree, President Mubarak issued a decree making the repair of all places of worship subject to a 1976 civil construction code. The decree is significant symbolically because it places churches and mosques on equal footing before the law. The practical impact of the decree has been to facilitate significantly church repairs; however, Christians report that local permits still are subject to security authorities' approval. The approval process for church construction continued to be time consuming and insufficiently responsive to the wishes of the Christian community. As a result of these restrictions, some communities use private buildings and apartments for religious services.
