The government has struggled to ready the economy for the new millennium through economic reform and massive investment in communications and physical infrastructure, much financed from U.S. aid. Egypt is the second largest recipient of such funds from the United States after Israel. Economic conditions are starting to improve considerably after a period of stagnation due to the adoption of more liberal economic policies by the government, as well as increased revenues from tourism and a booming stock market. The Arab League headquarters is in Cairo, and the Secretary General of the League is traditionally an Egyptian. Former Egyptian Foreign Minister Amre Moussa is the present Secretary General of the Arab League. Egyptian Deputy Prime Minister Boutros Boutros-Ghali served as Secretary General of the United Nations from 1991 to 1996. Under Islamic law, non-Muslim males must convert to Islam to marry Muslim women, but non-Muslim women need not convert to marry Muslim men. Muslim women are prohibited from marrying Christian men. Muslim female heirs receive half the amount of a male heir's inheritance, while Christian widows of Muslims have no inheritance rights. A sole female heir receives half her parents' estate; the balance goes to designated male relatives. A sole male heir inherits all his parents' property. Male Muslim heirs face strong social pressure to provide for all family members who require assistance; however, this assistance is not always provided. In January 2000, the Parliament passed a new Personal Status Law that made it easier for a Muslim woman to obtain a divorce without her husband's consent, provided that she is willing to forego alimony and the return of her dowry. However, an earlier provision of the draft law that would have made it easier for a woman to travel without her husband's consent, was rejected. Prior to Napoleon's invasion, almost all of Egypt's educational, legal, public health, and social welfare issues were in the hands of religious functionaries. Ottoman rule reinforced the public and political roles of the ulama (religious scholars) because Islam was the state religion and because political divisions in the country were based on religious divisions. During the nineteenth and twentieth centuries, successive governments made extensive efforts to limit the role of the ulama in public life and to bring religious institutions under closer state control. The secular transformation of public life in Egypt depended on the development of a civil bureaucracy that would absorb many of the ulama's responsibilities in the country. The best-known mummies are those that have been embalmed with the specific purpose of preservation, particularly those in ancient Egypt. Egyptians believed the body was home to a person's Ka which was essential in one's afterlife. The Book of the Dead was a series of almost two hundred magical texts, songs and pictures written on papyrus, which were buried along with the dead in order to ease their passage into the underworld. In some tombs, the Book of the Dead has also been found painted on the walls. One of the best examples of the Book of the Dead is "The Papyrus of Ani", created around 1240 BC. In addition to the texts themselves, it also contains many pictures of Ani and his wife on their journey through the land of the dead. Disruptive social changes and Sadat's relative tolerance toward political parties contributed to the rapid growth of Islamic groups in the 1970s. On university campuses, for example, Sadat initially viewed the rise of Islamic associations (Gama'at Islamiya) as a counterbalance to leftist influence among students. The Gama'at Islamiya spread quite rapidly on campuses and won up to one-third of all student union elections. These victories provided a platform from which the associations campaigned for Islamic dress, the veiling of women, and the segregation of classes by gender. Secular university administrators opposed these goals. In 1979 Sadat sought to diminish the influence of the associations through a law that transferred most of the authority of the student unions to professors and administrators. During the 1980s, however, Islamists gradually penetrated college faculties. At Asyut University, which was the scene of some of the most intense clashes between Islamists and their opponents (including security forces, secularists, and Copts), the president and other top administrators--who were Islamists--supported Gama'at Islamiya demands to end mixed-sex classes and to reduce total female enrollment. The Egyptians also expanded the practice of mummification to animals. Sacred animals central to cults, such as ibis, hawks, and cats, were mummified by the thousands. Nubians are native to the south of Egypt, but are now found in Cairo and elsewhere in Egypt, and in Sudan. Folk music can still be heard, but the migration and intercultural contact has produced new innovations. Ali Hassan Kubans jazz fusions have made him a regular on the world music scene, while Mohamed Mounir's social criticism and sophisticated pop have made him a star among Nubians and others worldwide. Hamza el Din is, however, the most famous Nubian singer, well-known on the world music scene and has collaborared with the Kronos Quartet. Archeological findings show that primitive tribes lived along the Nile long before the dynastic history of the pharaohs began. By 6000 B.C., organized agriculture had appeared. A primarily male spiritual manifestation is Sufism, an Islamic mystical tradition. Sufism has existed since the early days of Islam and is found in all Islamic countries. The name derives from the Arabic word suf (wool), referring to the rough garb of the early mystics. Sufism exists in a number of forms, most of which represent an original tarika developed by an inspired founder, or shaykh. These shaykhs gradually gathered about themselves murids, or disciples, whom they initiated into the tarika. Gradually the murids formed orders, also known as turuq, which were loyal to the shaykh or his successors. The devotions of many Sufi orders center on various forms of the dhikr, a ceremony at which music, body movements, and chants induce a state of ecstatic trance in the disciples. Since the early 1970s, there has been a revival of interest in Sufism. Egypt's contemporary Sufis tend to be young, college-educated men in professional careers. The Government, or the cabinet, is headed by the Prime Minister of Egypt. It has at its disposal the civil service the government agencies. The cabinet, headed by the Prime Minister, is responsible only to Parliament, specifically the People’s Assembly. The People’s Assembly may pass a motion of censure, forcing the resignation of the cabinet. Ministers have to answer questions from Members of Parliament, both written and oral; this is known as Inquiries to the Government Talebat Ihata. In addition, ministers attend meetings of the two houses of Parliament when laws pertaining to their areas of responsibility are being discussed. The Culture of Egypt has five thousand years of recorded history. Ancient Egypt was among the earliest civilizations. For millennia, Egypt maintained a strikingly complex and stable culture that had a profound influence on later cultures of Europe, the Middle East and Africa. After the Pharaonic era, Egypt itself came under the influence of Hellenism, for a time Christianity, and later, Arab and Islamic culture. Today, many aspects of Egypt's ancient culture exist in interaction with newer elements, including the influence of modern Western culture, itself with roots in Ancient The Egyptian system for presidential election is regarded by many as not being fully democratic due to the fact that it is the People’s Assembly and not the populace itself, who retains the upper-hand in choosing the Chief of State. In addition, it allows for whatever party or coalition controlling the People’s Assembly to put forward their candidate as the presidential candidate. This greatly explains how in most of the 1980s and 1990s the National Democratic Party has managed to maintain the office of President and a parliamentary majority.
