Ancient Egyptian religion was a polytheistic system that saw the world as in conflict between forces of order and chaos. The Pharaoh, representative of order on Earth, was seen as divine and descended of the falcon god Horus. There was a strong cult of resurrection in the next life centered around the god Osiris. The People’s Assembly is the principal legislative body. Out of the assembly’s 454 deputies 444 are directly elected while 10 are appointed by the President. The Constitution reserves fifty percent of the assembly seats for ‘workers and peasants’. The assembly sits for a five-year term but can be dissolved earlier by the President. All seats are voted on in each election. Four Hundred seats are voted on using proportional representation while the remaining forty-four are elected in local majority votes. The government has struggled to ready the economy for the new millennium through economic reform and massive investment in communications and physical infrastructure, much financed from U.S. aid. Egypt is the second largest recipient of such funds from the United States after Israel. Economic conditions are starting to improve considerably after a period of stagnation due to the adoption of more liberal economic policies by the government, as well as increased revenues from tourism and a booming stock market. Various Islamist groups espoused different means for achieving their political agenda. All Islamists, however, were concerned with Islam's role in the complex and changing society of Egypt in the late twentieth century. A common focus of their political efforts has been to incorporate the Shari'a into the country's legal code. In deference to their increasing influence, the Ministry of Justice in 1977 published a draft law making apostasy by a Muslim a capital offense and proposing traditional Islamic punishments for crimes, such as stoning for adultery and amputation of a hand for theft. In 1980 Egypt supported a referendum that proposed a constitutional amendment to make the Shari'a "the sole source of law." The influence of the Islamists temporarily waned in the aftermath of Sadat's assassination in 1981, but the election of nine members of the Muslim Brotherhood to the People's Assembly in 1984 revived Islamists' prospects. In 1985 the People's Assembly voted to initiate a procedure for the gradual application of the Shari'a, beginning with an indefinite education period to prepare the population for the legal changes; the next step would be to amend all existing laws to exclude any provisions that conflict with the Shari'a. Moves to reform the legal code received support from many Muslims who wanted to purify society and reject Western legal codes forced on Egypt in the nineteenth and twentieth centuries Egyptians saw death as being the start of a dangerous journey, rather than the end of life. The goal of this journey was to reach the land of the gods. In order to reach the land where the gods dwelt, and to live amongst them, they must first travel through the land of the dead. Each Book of the Dead was tailored to some extent for the individual who would be taking the journey. It contained the spells and hymns thought to be most appropriate to the life that the person had led, as well as the pleas and speeches that would be used to pass each test on the journey. Isaiah the prophet, in Chapter 19, Verse 19 says "In that day there will be an altar to the LORD in the midst of the land of Egypt, and a pillar to the LORD at its border." Egyptian Deputy Prime Minister Boutros Boutros-Ghali served as Secretary General of the United Nations from 1991 to 1996. In Egypt, religious music is frowned upon, but still common in Muslim celebrations called mulids. Mulids are held to celebrate the saint of a particular mosque, and is related to the Sufi zikr ritual. A type of flute called the ney is commonly played at mulids. The permanent headquarters for the League of Arab States is located in Cairo. Egypt was the first Arab state to establish peace with the State of Israel after the signing of the Israel-Egypt Peace Treaty after the Camp David Accords According to a 1995 law, the application of family law, including marriage, divorce, alimony, child custody, inheritance, and burial, is based on an individual's religion. In the practice of family law, the State recognizes only the three "heavenly religions:" Islam, Christianity, and Judaism. Muslim families are subject to the Personal Status Law, which draws on Shari'a (Islamic law). Christian families are subject to canon law, and Jewish families are subject to Jewish law. In cases of family law disputes involving a marriage between a Christian woman and a Muslim man, the courts apply the Personal Status Law. In the late 1970s Egypt had several cohabitation governments which proved to be unstable, due to the struggle arising between the President and the Prime Minister. However, since 1981, the National Democratic Party has maintained a majority in the People’s Assembly and supplied the Egyptian President.
