It was the Muslim Arabs who introduced Islam and the Arabic language in the Seventh Century changing Egypt into a linguistically "Arab" nation once and for all. Muslim rulers nominated by the Islamic Caliphate remained in control of Egypt for the next six centuries. A local military caste, the Mamluks took control about 1250 and continued to govern even after the conquest of Egypt by the Ottoman Turks in 1517. Since the 1980s theologians from the two groups have been meeting in a bid to resolve the theological differences, and have concluded that many of the differences are caused by the two groups using different terminology to describe the same thing. In 1990, the Coptic and Antiochian Orthodox Churches agreed to mutually recognize baptisms performed in each other's churches, making rebaptisms unnecessary. In the summer of 2001, the Coptic Orthodox and Antiochian Orthodox agreed to recognize the sacrament of marriage as celebrated by the other. Previously, if a Coptic and Greek wanted to marry, the marriage had to be performed twice, once in each church, for it to be recognized by both. Now it can be done in only one church and be recognized by both. The current Coptic Orthodox Pope of Alexandria and the Patriarch of the Holy See of Saint Mark is Pope Shenouda III; the most recent Greek Orthodox Melkite Patriarch is Patriarch Theodoros II. These positions should not to be confused with that of the Roman Catholic Pope in Rome, nor with either of the other two bishops bearing the title of Patriarch of Alexandria (one in communion with the Roman Pope and the other the head of one of the canonical Eastern Orthodox churches). In the last quarter of the 20th century, Egyptian music was a way to communicate social and class issues. One popular modern pop singer is Amr Diab. Egypt played a key role during the 1990-91 Gulf crisis. President Mubarak helped assemble the international coalition and deployed 35,000 Egyptian troops against Iraq to liberate Kuwait. The Egyptian contingent was the third largest in the coalition forces, after the U.S. and U.K. In the aftermath of the Gulf war, Egypt signed the Damascus declaration with Syria and the Gulf states to strengthen Gulf security. Egypt continues to contribute regularly to United Nations peacekeeping missions, most recently in East Timor, Sierra Leone, and Liberia. Egyptian Deputy Prime Minister Boutros Boutros-Ghali served as Secretary General of the United Nations from 1991 to 1996. The Royal Library of Alexandria was once the largest in the world. It is usually assumed to have been founded at the beginning of the 3rd century BC during the reign of Ptolemy II of Egypt after his father had set up the Temple of the Muses or Museum. The initial organization is attributed to Demetrius Phalereus. The Library is estimated to have stored at its peak 400,000 to 700,000 scrolls. Under the 1980 amendments of the Egyptian Constitution, the President is elected for six years. As of 2005, President Mohamed Hosni Mubarak has been the President of the Republic since 14 October 1981 and is currently serving his last year of his fourth term. President Mubarak was re-elected in 1987, 1993, and 1999, making him the longest serving Egyptian President in the history of the Republic. The Constitution provides for freedom of belief and the practice of religion; however, the Government places restrictions on this right. According to the Constitution, Islam is the official state religion, and Shari'a is the primary source of legislation; religious practices that conflict with the official interpretation of Shari'a are prohibited. However, since the Government does not consider the practice of Christianity or Judaism to conflict with Shari'a, for the most part members of the non-Muslim minority worship without legal harassment and may maintain links with coreligionists in other countries. Members of other religions that are not recognized by the Government, such as the Baha'i Faith, may experience personal and collective hardship. As of 1989, the Islamists sought to make Egypt a community of the faithful based on their vision of an Islamic social order. They rejected conventional, secularist social analyses of Egypt's socioeconomic problems. They maintained, for example, that the causes of poverty were not overpopulation or high defense expenditures but the populace's spiritual failures--laxness, secularism, and corruption. The solution was a return to the simplicity, hard work, and self-reliance of earlier Muslim life. The Islamists created their own alternative network of social and economic institutions through which members could work, study, and receive medical treatment in an Islamic environment. In December 1999, in response to strong criticism of the Ottoman decree, President Mubarak issued a decree making the repair of all places of worship subject to a 1976 civil construction code. The decree is significant symbolically because it places churches and mosques on equal footing before the law. The practical impact of the decree has been to facilitate significantly church repairs; however, Christians report that local permits still are subject to security authorities' approval. The approval process for church construction continued to be time consuming and insufficiently responsive to the wishes of the Christian community. As a result of these restrictions, some communities use private buildings and apartments for religious services.
