Egypt is the most populous Arab country, at about 68,000,000 people. Nearly all the population is concentrated along the River Nile, notably Alexandria and Cairo, and along the Nile Delta and near the Suez Canal. Approximately 90% of the population adheres to Islam and the remainder to Christianity (primarily the Coptic faith). The President names the Prime Minister and may preside over the cabinet. President Mubarak holds a monthly meeting with the cabinet on which he presides. In addition, the President is the Supreme Commander of the Egyptian Armed Forces. The President concludes treaties and may submit questions to national referenda. The President also possesses the constitutional power to dissolve the People’s Assembly, however, no President has ever done so. In certain emergencies, the President may assume special, comprehensive powers. Islamic political activism has a lengthy history in Egypt. Several Islamic political groups started soon after World War I ended. The most well-known Islamic political organization is the Muslim Brotherhood (Al Ikhwan al Muslimun, also known as the Brotherhood), founded in 1928 by Hassan al Banna. After World War II, the Muslim Brotherhood acquired a reputation as a radical group prepared to use violence to achieve its religious goals. The group was implicated in several assassinations, including the murder of one prime minister. The Brotherhood had contacts with the Free Officers before the 1952 Revolution and supported most of their initial policies. The Brotherhood, however, soon came into conflict with Gamal Abdel Nasser. The government accused the Brotherhood of complicity in an alleged 1954 plot to assassinate the president and imprisoned many of the group's leaders. In the 1970s, Anwar Sadat amnestied the leaders and permitted them to resume some of their activities. But by that time, the Brotherhood was divided into at least three factions. The more militant faction was committed to a policy of political opposition to the government. A second faction advocated peaceful withdrawal from society and the creation, to the extent possible, of a separate, parallel society based upon Islamic values and law. The dominant moderate group advocated cooperation with the regime. Since the 1980s theologians from the two groups have been meeting in a bid to resolve the theological differences, and have concluded that many of the differences are caused by the two groups using different terminology to describe the same thing. In 1990, the Coptic and Antiochian Orthodox Churches agreed to mutually recognize baptisms performed in each other's churches, making rebaptisms unnecessary. In the summer of 2001, the Coptic Orthodox and Antiochian Orthodox agreed to recognize the sacrament of marriage as celebrated by the other. Previously, if a Coptic and Greek wanted to marry, the marriage had to be performed twice, once in each church, for it to be recognized by both. Now it can be done in only one church and be recognized by both. Popular Islam is based mostly on oral tradition. Imams with virtually no formal education commonly memorize the entire Qur'an and recite appropriate verses on religious occasions. They also tell religious stories at village festivals and commemorations marking an individual's rites of passage. Predestination plays an important role in popular Islam. This concept includes the belief that everything that happens in life is the will of God and the belief that trying to avoid misfortune is useless and invites worse affliction. Monotheism merges with a belief in magic and spirits (jinns) who are believed to inhabit the mountains. Mummies formed as a result of naturally occuring environmental conditions, such as extreme cold (Ötzi the Iceman), acid (Tollund Man) or desiccating dryness have been found all over the world. The League of Arab States headquarters is in Cairo. The Secretary General of the League has traditionally been an Egyptian. Former Egyptian Foreign Minister Amr Moussa is the present Secretary General of the Arab League. As early as 4000 BC, ancient Egyptians were playing harps and flutes, as well as two indigenious instruments: the ney and the oud. However, there is no notation of Egyptian music before the 7th century AD, when Egypt became part of the Arab world. Percussion and vocal music became important at this time, which has remained an important part of Egyptian music today. In the Coptic Church only men may be ordained, and they must be married before they are ordained, if they wish to be married. In this respect they follow the same practices as does the Eastern Orthodox Church. Prior to Napoleon's invasion, almost all of Egypt's educational, legal, public health, and social welfare issues were in the hands of religious functionaries. Ottoman rule reinforced the public and political roles of the ulama (religious scholars) because Islam was the state religion and because political divisions in the country were based on religious divisions. During the nineteenth and twentieth centuries, successive governments made extensive efforts to limit the role of the ulama in public life and to bring religious institutions under closer state control. The secular transformation of public life in Egypt depended on the development of a civil bureaucracy that would absorb many of the ulama's responsibilities in the country. The Government, or the cabinet, is headed by the Prime Minister of Egypt. It has at its disposal the civil service the government agencies. The cabinet, headed by the Prime Minister, is responsible only to Parliament, specifically the People’s Assembly. The People’s Assembly may pass a motion of censure, forcing the resignation of the cabinet. Ministers have to answer questions from Members of Parliament, both written and oral; this is known as Inquiries to the Government Talebat Ihata. In addition, ministers attend meetings of the two houses of Parliament when laws pertaining to their areas of responsibility are being discussed.
