Egypt's largely uneducated urban and rural lower classes were intensely devoted to Islam, but they lacked a thorough knowledge of the religion. Even village religious leaders had only a rudimentary knowledge of Islam. The typical village imam or prayer leader had at most a few years of schooling; his scholarly work was limited to reading prayers and sermons prepared by others and to learning passages from the Qur'an. Popular religion included a variety of unorthodox practices, such as veneration of saints, recourse to charms and amulets, and belief in the influence of evil spirits. Egypt is on good terms with Libya and Sudan, its African neighbours, although it has a land dispute with Sudan over the Hala'ib Triangle, a small area of land on the Egypt-Sudan border on the Red Sea coast. Sudan claims the area, although thge Egyptian military currently occupies it. Under the system created by the 1980 constitutional amendments, the President is the pre-eminent executive figure, who names the Prime Minister. When the President's political party or supporters control parliament, the President is in effect the ‘dominant’ player in executive action, choosing whoever he wishes for government, and having it follow ‘his’ political agenda. However, when the President's political opponents control parliament, the President's dominance can be severely limited, as he must choose a prime minister and cabinet reflecting the majority in parliament. When parties from opposite ends of the political spectrum control parliament and the presidency, the power-sharing arrangement is known as cohabitation. By convention, the President controls foreign-affairs and defence related issues of the state, while the Prime Minister manages the day-to-day affairs including the economy. The Egyptians were one of the first major civilizations to codify design elements in art. The wall paintings done in the service of the Pharaohs followed a rigid code of visual rules and meanings. Early Egyptian art is characterized by absence of linear perspective, which results in a seemingly flat space. These artists tended to create images based on what they knew, and not as much on what they see. Objects in these artworks generally do not decrease in size as they increase in distance and there is little shading to indicate depth. Sometimes, distance is indicated through the use of tiered space, where more distant objects are drawn higher above the nearby objects, but in the same scale and with no overlapping of forms. People and objects are almost always drawn in profile. During the first few centuries of the Christian era, Egypt was the ultimate source of a great deal of ascetic literature in the Coptic language. Egyptian monasteries translated many Greek and Syriac works, which are now only extant in Coptic. In December 1999, in response to strong criticism of the Ottoman decree, President Mubarak issued a decree making the repair of all places of worship subject to a 1976 civil construction code. The decree is significant symbolically because it places churches and mosques on equal footing before the law. The practical impact of the decree has been to facilitate significantly church repairs; however, Christians report that local permits still are subject to security authorities' approval. The approval process for church construction continued to be time consuming and insufficiently responsive to the wishes of the Christian community. As a result of these restrictions, some communities use private buildings and apartments for religious services. A series of International Monetary Fund arrangements, coupled with massive external debt relief resulting from Egypt's participation in the Gulf War coalition, helped Egypt improve its macroeconomic performance during the 1990s. Through sound fiscal and monetary policies, Cairo tamed inflation, slashed budget deficits, and built up foreign reserves. Although the pace of structural reforms, such as privatization and new business legislation, has been slower than the IMF envisioned, Egypt's steps toward a more market-oriented economy have prompted increased foreign investment. Lower combined hard currency inflows - from tourism, worker remittances, oil revenues, and Suez Canal tolls - in 1998 and the first half of 1999 resulted in pressure on the Egyptian pound and sporadic dollar shortages, but external payments were not in crisis. Despite ample reserves, the Central Bank did not provide sufficient hard currency to commercial banks and Cairo restricted imports for a short period; these developments confirmed to some investors and currency traders that government financial operations lack sufficient coordination and openness. Monetary pressures have since eased, however, with the continued oil price recovery starting in mid-1999 and a moderate rebound in tourism. Increased gas exports are a major plus factor in future growth. Egypt has endured as a unified state for more than 5,000 years, and archeological evidence indicates that a developed Egyptian society has existed for much longer. Egyptians take pride in their pharaonic heritage and in their descent from what many consider mankind's earliest civilization. The Arabic word for Egypt is Misr, which originally connoted "civilization" or "metropolis". Traditionally, the Coptic language was used in church services, and the scriptures were written in the Coptic alphabet. However, due to the arabisation of Egypt, service in churches started to witness increased use of Arabic, while preaching is done entirely in Arabic. During the Greco-Roman period (332 BC–AD 639), Egyptian literature was translated into other languages, and Greco-Roman literature fused with native art into a new style of writing. From this period comes the Rosetta Stone, which became the key to unlocking the mysteries of Egyptian writing to modern scholarship. The great city of Alexandria boasted its famous Library of almost half a million handwritten books during the third century BC. Alexandria's centre of learning also produced the Greek translation of the Hebrew Bible, the Septuagint. Egypt's economy depends mainly on agriculture, media, petroleum exports, and tourism; there are also more than 5 million Egyptians working abroad, mainly in Saudi Arabia, the Gulf area, and Europe. Like African music, Arabic and Egyptian music has strong improvisatory and rhythmic components. The base rhythm of Arabic music is the maqamat, which is formed by dum (downbeats), tak (upbeats) and rests. Arabic music uses microtones, or notes not present in the formal musical scale (half-flats and half-sharps). Arabic tones are divided into thirds, which makes their sound inherently different from most other musical traditions. Egypt operates under a multi-party semi-presidential system where the executive power is divided between the President and the Prime Minister. Egypt holds regular presidential and parliamentary elections. The last Presidential Election was held in 1999 and is scheduled to be held in October 2005. However, there is expressed concern from international human rights observers concerning freedom of speech and government interference in local elections.
