Once Egypt did succumb to foreign rule; however, it proved unable to escape from it, and for 2,300 years Egypt was governed by foreigners: Persians, Greeks, Romans, Byzantines, Arabs, Turks and British. Even though the powers of the Parliament have increased since the 1980 Amendments of the Constitution, the Parliament remains to lack the powers to balance the excessive powers of the President.
