In the Upper Nile Valley, around Kom Ombo and Aswan, there are about 300,000 speakers of Nubian languages, mainly Nobiin, but also Kenuzi-Dongola. A series of International Monetary Fund arrangements, coupled with massive external debt relief resulting from Egypt's participation in the Gulf War coalition, helped Egypt improve its macroeconomic performance during the 1990s. Through sound fiscal and monetary policies, Cairo tamed inflation, slashed budget deficits, and built up foreign reserves. Although the pace of structural reforms, such as privatization and new business legislation, has been slower than the IMF envisioned, Egypt's steps toward a more market-oriented economy have prompted increased foreign investment. Lower combined hard currency inflows - from tourism, worker remittances, oil revenues, and Suez Canal tolls - in 1998 and the first half of 1999 resulted in pressure on the Egyptian pound and sporadic dollar shortages, but external payments were not in crisis. Despite ample reserves, the Central Bank did not provide sufficient hard currency to commercial banks and Cairo restricted imports for a short period; these developments confirmed to some investors and currency traders that government financial operations lack sufficient coordination and openness. Monetary pressures have since eased, however, with the continued oil price recovery starting in mid-1999 and a moderate rebound in tourism. Increased gas exports are a major plus factor in future growth.

In modern times, archaeology and the study of Egypt's ancient heritage as the field of Egyptology has itself become a major scientific pursuit in the country. Led at first by Westerners, this modern rediscovery has in recent decades been taken up by Egyptian archeaologists such as Zahi Hawass and the Supreme Council of Antiquities he leads. None of this could have taken place, though, without the discovery of the Rosetta Stone, a tablet written in ancient Greek, Egyptian demotic script, and Egyptian hieroglyphs. Egypt played a key role during the 1990-91 Gulf crisis. President Mubarak helped assemble the international coalition and deployed 35,000 Egyptian troops against Iraq to liberate Kuwait. The Egyptian contingent was the third largest in the coalition forces, after the U.S. and U.K. In the aftermath of the Gulf war, Egypt signed the Damascus declaration with Syria and the Gulf states to strengthen Gulf security. Egypt continues to contribute regularly to United Nations peacekeeping missions, most recently in East Timor, Sierra Leone, and Liberia.

Today devout Muslims believe that Islam defines one's relationship to God, to other Muslims, and to non-Muslims. They also believe that there can be no dichotomy between the sacred and the secular. Under Islam, Egypt continued to be a great source of literary endeavour, now in the Arabic language. In 970, al-Azhar University was founded in Cairo, which to this day remains the most important centre of Sunni Islamic learning. In the 12th century Egypt, the Jewish talmudic scholar Maimonides produced his most important work.

As of 1989, the Islamists sought to make Egypt a community of the faithful based on their vision of an Islamic social order. They rejected conventional, secularist social analyses of Egypt's socioeconomic problems. They maintained, for example, that the causes of poverty were not overpopulation or high defense expenditures but the populace's spiritual failures--laxness, secularism, and corruption. The solution was a return to the simplicity, hard work, and self-reliance of earlier Muslim life. The Islamists created their own alternative network of social and economic institutions through which members could work, study, and receive medical treatment in an Islamic environment.

The Constitution provides for freedom of belief and the practice of religion; however, the Government places restrictions on this right. According to the Constitution, Islam is the official state religion, and Shari'a is the primary source of legislation; religious practices that conflict with the official interpretation of Shari'a are prohibited. However, since the Government does not consider the practice of Christianity or Judaism to conflict with Shari'a, for the most part members of the non-Muslim minority worship without legal harassment and may maintain links with coreligionists in other countries. Members of other religions that are not recognized by the Government, such as the Baha'i Faith, may experience personal and collective hardship.

The Egyptians were one of the first major civilizations to codify design elements in art. The wall paintings done in the service of the Pharaohs followed a rigid code of visual rules and meanings. Early Egyptian art is characterized by absence of linear perspective, which results in a seemingly flat space. These artists tended to create images based on what they knew, and not as much on what they see. Objects in these artworks generally do not decrease in size as they increase in distance and there is little shading to indicate depth. Orthodox ulama found themselves in a difficult position during the wave of Islamic activism that swept through Egypt in the 1970s and 1980s. Radical Islamists viewed the ulama as puppets of the status quo. To maintain their influence in the country, the ulama espoused more conservative stances. After 1974, for example, many Al Azhar ulama, who had acquiesced to family planning initiatives in the 1960s, openly criticized government efforts at population control. The ulama also supported moves to reform the country's legal code to conform to Islamic teaching. They remained, nonetheless, comparatively moderate; they were largely loyal to the government and condemned the violence of radical Islamist groups.
