The government has struggled to ready the economy for the new millennium through economic reform and massive investment in communications and physical infrastructure, much financed from U.S. aid. Egypt is the second largest recipient of such funds from the United States after Israel. Economic conditions are starting to improve considerably after a period of stagnation due to the adoption of more liberal economic policies by the government, as well as increased revenues from tourism and a booming stock market. Since the 1980s theologians from the two groups have been meeting in a bid to resolve the theological differences, and have concluded that many of the differences are caused by the two groups using different terminology to describe the same thing. In 1990, the Coptic and Antiochian Orthodox Churches agreed to mutually recognize baptisms performed in each other's churches, making rebaptisms unnecessary. In the summer of 2001, the Coptic Orthodox and Antiochian Orthodox agreed to recognize the sacrament of marriage as celebrated by the other. Previously, if a Coptic and Greek wanted to marry, the marriage had to be performed twice, once in each church, for it to be recognized by both. Now it can be done in only one church and be recognized by both. The Ancient Egyptian language, which formed a separate branch among the family of Afro-Asiatic languages, was among the first written languages, and is known from hieroglyphic inscriptions preserved on monuments and sheets of papyrus. The Coptic language, the only extant descendant of Egyptian, is today the liturgical language of the Coptic Orthodox Church. Prior to Napoleon's invasion, almost all of Egypt's educational, legal, public health, and social welfare issues were in the hands of religious functionaries. Ottoman rule reinforced the public and political roles of the ulama (religious scholars) because Islam was the state religion and because political divisions in the country were based on religious divisions. During the nineteenth and twentieth centuries, successive governments made extensive efforts to limit the role of the ulama in public life and to bring religious institutions under closer state control. The secular transformation of public life in Egypt depended on the development of a civil bureaucracy that would absorb many of the ulama's responsibilities in the country. Mummies have been an object of intense interest in the West since archaeologists began finding them in large numbers. 19th century aristocrats would often entertain themselves by buying mummies, having them unwrapped, and holding observation sessions. These sessions destroyed several mummies, because the exposure to the air caused them to desintegrate. In the late 1970s Egypt had several cohabitation governments which proved to be unstable, due to the struggle arising between the President and the Prime Minister. However, since 1981, the National Democratic Party has maintained a majority in the People’s Assembly and supplied the Egyptian President. The current Coptic Orthodox Pope of Alexandria and the Patriarch of the Holy See of Saint Mark is Pope Shenouda III; the most recent Greek Orthodox Melkite Patriarch is Patriarch Theodoros II. These positions should not to be confused with that of the Roman Catholic Pope in Rome, nor with either of the other two bishops bearing the title of Patriarch of Alexandria (one in communion with the Roman Pope and the other the head of one of the canonical Eastern Orthodox churches). Egypt has been a republic since 18 June 1953. President Mohamed Hosni Mubarak has been the President of the Republic since October 14, 1981, following the assassination of former President Anwar Sadat. President Mubarak is currently serving his fourth term in office. He is the leader of the ruling National Democratic Party. Prime Minister Ahmed Nazif was sworn in as Prime Minister on 9 July 2004, following the resignation of Dr. Atef Obied from his office. Under the system created by the 1980 constitutional amendments, the President is the pre-eminent executive figure, who names the Prime Minister. When the President's political party or supporters control parliament, the President is in effect the ‘dominant’ player in executive action, choosing whoever he wishes for government, and having it follow ‘his’ political agenda. However, when the President's political opponents control parliament, the President's dominance can be severely limited, as he must choose a prime minister and cabinet reflecting the majority in parliament. When parties from opposite ends of the political spectrum control parliament and the presidency, the power-sharing arrangement is known as cohabitation. By convention, the President controls foreign-affairs and defence related issues of the state, while the Prime Minister manages the day-to-day affairs including the economy. Ancient Egyptian literature dates back to the Old Kingdom, in the third millennium BC. Religious literature is best known for its hymns to various gods and its mortuary texts. The oldest extant Egyptian literature are the Pyramid Texts: the mythology and rituals carved around the tombs of rulers. The later, secular literature of ancient Egypt includes the 'wisdom texts', forms of philosophical instruction. The Instruction of Ptahhotep, for example, is a collation of moral proverbs by an Egyptian administrator. The authors of the literature of the Old and Middle Kingdoms (through to the middle of the second millennium BC) seem to have been drawn from an elite administrative class, and were celebrated and revered into the New Kingdom (to the end of the second millennium). In time the Pyramid Texts became Coffin Texts (perhaps after the end of the Old Kingdom), and finally the mortuary literature produced its masterpiece, the Book of the Dead, during the New Kingdom. Crude oil production has been in decline for several years, from 45,200,000 t in 93/94 to 37,000,000 t in 99/00. Oil production in late 2001 was about 118,000 m³ (740,000 barrels) per day. To minimize the growing domestic demand of petroleum products (approximately 23 mmt) Egypt is encouraging the production of natural gas. Natural gas output continues to increase and reached 18 mmt of oil equivalents in 2001. The November 2000 Parliamentary Elections are generally regarded to have been more transparent and better executed than past elections. This is due to the new Law put into force establishing universal judicial monitoring of polling stations. On the other hand, opposition parties continue to lodge credible complaints about electoral manipulation by the government. There are significant restrictions on the political process and freedom of expression for non-governmental organizations, including professional syndicates and organizations promoting respect for human rights which have been greatly loosened up in the past five years. During the Greco-Roman period (332 BC–AD 639), Egyptian literature was translated into other languages, and Greco-Roman literature fused with native art into a new style of writing. From this period comes the Rosetta Stone, which became the key to unlocking the mysteries of Egyptian writing to modern scholarship. The great city of Alexandria boasted its famous Library of almost half a million handwritten books during the third century BC. Alexandria's centre of learning also produced the Greek translation of the Hebrew Bible, the Septuagint.
