Egypt is famous for its ancient civilisation and some of the world's most stunning ancient monuments, including the Giza Pyramids, the Karnak Temple and the Valley of the Kings. The southern city of Luxor contains what accounts to two-thirds of the ancient artifacts present in the entire world. Today, Egypt is widely regarded as the main political and cultural centre of the Arab and Middle Eastern regions. Egypt operates under a multi-party semi-presidential system where the executive power is divided between the President and the Prime Minister. Egypt holds regular presidential and parliamentary elections. The last Presidential Election was held in 1999 and is scheduled to be held in October 2005. However, there is expressed concern from international human rights observers concerning freedom of speech and government interference in local elections. The People’s Assembly is the principal legislative body. Out of the assembly’s 454 deputies 444 are directly elected while 10 are appointed by the President. The Constitution reserves fifty percent of the assembly seats for ‘workers and peasants’. The assembly sits for a five-year term but can be dissolved earlier by the President. All seats are voted on in each election. Four Hundred seats are voted on using proportional representation while the remaining forty-four are elected in local majority votes. Belly dance, or Raqs Sharqi in Arabic, may have originated in Egypt, and today the country is considered the international center of the art. Prior to Napoleon's invasion, almost all of Egypt's educational, legal, public health, and social welfare issues were in the hands of religious functionaries. Ottoman rule reinforced the public and political roles of the ulama (religious scholars) because Islam was the state religion and because political divisions in the country were based on religious divisions. During the nineteenth and twentieth centuries, successive governments made extensive efforts to limit the role of the ulama in public life and to bring religious institutions under closer state control. The secular transformation of public life in Egypt depended on the development of a civil bureaucracy that would absorb many of the ulama's responsibilities in the country. Archeological findings show that primitive tribes lived along the Nile long before the dynastic history of the pharaohs began. By 6000 B.C., organized agriculture had appeared.
