One of the reasons so little is known about the Library is that it was lost centuries after its creation. All that is left of many of the volumes are tantalizing titles that hint at all the history lost due to the building's destruction. Few events in ancient history are as controversial as the destruction of the Library, as the historical record is both contradictory and incomplete. Its destruction has been attributed by some authors to, among others, Julius Caesar, Augustus Caesar, and Catholic zealots during the purge of the Arian heresy. Egypt's economy depends mainly on agriculture, media, petroleum exports, and tourism; there are also more than 5 million Egyptians working abroad, mainly in Saudi Arabia, the Gulf area, and Europe. In the Upper Nile Valley, around Kom Ombo and Aswan, there are about 300,000 speakers of Nubian languages, mainly Nobiin, but also Kenuzi-Dongola. The Berber languages are represented by Siwi, spoken by about 5,000 around the Siwa Oasis. There are over a million speakers of the Domari language (an Indo-Aryan language related to Romany), mostly living north of Cairo, and there are about 60,000 Greek speakers in Alexandria. Approximately 77,000 speakers of Bedawi (a Beja language) live in the Eastern Desert. The November 2000 Parliamentary Elections are generally regarded to have been more transparent and better executed than past elections. This is due to the new Law put into force establishing universal judicial monitoring of polling stations. On the other hand, opposition parties continue to lodge credible complaints about electoral manipulation by the government. There are significant restrictions on the political process and freedom of expression for non-governmental organizations, including professional syndicates and organizations promoting respect for human rights which have been greatly loosened up in the past five years. In Egypt, religious music is frowned upon, but still common in Muslim celebrations called mulids. Mulids are held to celebrate the saint of a particular mosque, and is related to the Sufi zikr ritual. A type of flute called the ney is commonly played at mulids. In December 1999, in response to strong criticism of the Ottoman decree, President Mubarak issued a decree making the repair of all places of worship subject to a 1976 civil construction code. The decree is significant symbolically because it places churches and mosques on equal footing before the law. The practical impact of the decree has been to facilitate significantly church repairs; however, Christians report that local permits still are subject to security authorities' approval. The approval process for church construction continued to be time consuming and insufficiently responsive to the wishes of the Christian community. As a result of these restrictions, some communities use private buildings and apartments for religious services. The history of Egypt is the longest continuous history, as a unified state, of any country in the world. Archeological findings show that primitive tribes lived along the Nile long before the dynastic history of the pharaohs began. By 6000 B.C., organized agriculture had appeared.
