Geography, population, history, military strength, and diplomatic expertise give Egypt extensive political influence in the Middle East. Once Egypt did succumb to foreign rule; however, it proved unable to escape from it, and for 2,300 years Egypt was governed by foreigners: Persians, Greeks, Romans, Byzantines, Arabs, Turks and British. When President Nasser (President 1954-1970) once said that he was the first native Egyptian to exercise sovereign power in Egypt since the last Pharaoh, Nectanebo II, was deposed by the Persians in 343 BC, he was only slightly exaggerating.

Under the system created by the 1980 constitutional amendments, the President is the pre-eminent executive figure, who names the Prime Minister. When the President's political party or supporters control parliament, the President is in effect the ‘dominant’ player in executive action, choosing whoever he wishes for government, and having it follow ‘his’ political agenda. However, when the President's political opponents control parliament, the President's dominance can be severely limited, as he must choose a prime minister and cabinet reflecting the majority in parliament. When parties from opposite ends of the political spectrum control parliament and the presidency, the power-sharing arrangement is known as cohabitation. By convention, the President controls foreign-affairs and defence related issues of the state, while the Prime Minister manages the day-to-day affairs including the economy.

Prior to Napoleon's invasion, almost all of Egypt's educational, legal, public health, and social welfare issues were in the hands of religious functionaries. Ottoman rule reinforced the public and political roles of the ulama (religious scholars) because Islam was the state religion and because political divisions in the country were based on religious divisions. During the nineteenth and twentieth centuries, successive governments made extensive efforts to limit the role of the ulama in public life and to bring religious institutions under closer state control. The secular transformation of public life in Egypt depended on the development of a civil bureaucracy that would absorb many of the ulama's responsibilities in the country.
